JRS Partners is built on the new paradigm of networked enterprises, and relies on a combination of a full time staff and a network of partners and sub-contractors.
Through our involvement in standards organizations and active participation in conferences and public forums, JRS Partners stays involved globally and nurtures a network of senior consultants that can be leveraged into localized delivery engagements for its clients. This allows us to apply a global perspective on EHR initiatives with a focus on pragmatic solutions for the specific challenges of each of our customers. While we bring this global perspective to the table, we also understand that clinical value of EHR solutions is first and foremost driven from the circle of care surrounding clients of the healthcare system. This value chain starts locally in any given health delivery setting and extends regionally, provincially and beyond. This understanding of the business and clinical value of EHR solutions is core to any of our collaborations in the industry.
JRS Partners strongly believes in team work; this commitment is engrained into every one of our service offerings in the form of a practice we call “partnered consulting”. Partnered consulting is our commitment to every customer that our founders and experts work collaboratively and in close partnership with customer’s team members in driving towards a successful delivery. Mr. Robert Caron
Mr. Caron is a senior eHealth consultant and founder at JRS Partners, with more than 22 years of experience in the field of information technology, he combines the skills, knowledge and maturity required to deliver on business development opportunities and mandated assignments in disciplines such as project management, business consulting, enterprise architecture and process engineering as well as corporate business management. Here are some key features of his experience: - 16+ years in the field of Healthcare IT
- Former Group Director at Canada Health Infoway, responsible for all non-clinical programs (infostructure, iEHR, registries and Public Health, I&A);
- Engagement lead for JRS Partners in Quebec;
- Senior architect with the Quebec Ministry of Health and Social Services architecture governance team;
- Senior architect with the Montreal Regional Health Agency
- Lead EHR architect with the Quebec EHR program;
Mr. José Mussi
José Mussi brings over 30 years of experience in architecting and implementing very large, complex and globally deployed systems. He is a recognized thought leader in Electronic Health Record solutions. Until 2006, José was the senior group director and EHR architect for clinical domains at Canada Health Infoway, responsible for developing the vision and solution architecture (business, conceptual and technical) for the Pan-Canadian interoperable Electronic Health Record (iEHR). As member of the Infoway management team from its early stages, he participated in key initiatives that defined how to best reach such ambitious mission.A founding partner of JRS Partners, a consulting firm dedicated to healthcare information technology, José has been the lead architect in several jurisdictional EHR initiatives across Canada.
In addition, José has been closely involved with IHE (Integrating the Healthcare Enterprise) activities in North America. He helped create IHE Canada and is currently its Executive Director.
He has also contributed to several IHE profile development efforts, including XDS, XDS-I and PIX/PDQ v3
Mr. David Paré
With almost 15 years in IT, David Paré has comprehensive experience in distributed architecture on large-scale projects around the globe and has accumulated many years of hands-on experience in project management (PMP certified), Enterprise Architecture (TOGAF certified) and Service Management (ITILv3 certified). He was the SOA practice lead at CGI for many years and spent the last four years as a Lead Enterprise Architect on a large scale EHR initiative.Mr. Bill Gilliam
Mr. Gilliam has over 25 years’ experience working in management consulting, business analysis, architecture and system solution development positions for organizations within government e-health, e-commerce, financial services and telecommunications sectors. In addition to his extensive IT career background, Mr. Gilliam’s EHR and eHealth project related experience includes leading system architecture teams, providing strategic advice, conducting requirements gathering, business and systems analysis, security architecture, enterprise service oriented architecture, standards management and providing guidance on solution procurement and software development approaches.
Mr. Gilliam has worked as a lead architect on jurisdictional EHR and related projects in Canada for several years including providing significant business and technical architecture contributions to Infoway’s EHRS Blueprint v2, Infoway’s Blueprint 2015 and other major Infoway architecture, pan Canadian standards and Infoway sponsored provincial initiatives. He has performed lead business, information and security architecture roles on health IT projects in Ontario such as Champlain LHIN Central Intake, CHEO BORN, Panorama, HDIRS, Assembly of First Nations / Kenora Chiefs Assembly Client Registry, Ontario Telehealth Network, OLIS, Ontario Drug Benefit / Emergency Access to Drug History. As a lead EHR architect with JRS Partners, Mr. Gilliam has worked on EHR related projects performing key business, information and security architecture roles on the Manitoba WRHA Community Services Architecture project, Ontario GTA HIAL project and Manitoba EHR project.
